Consideration of Correspondence Received: Email received regarding vehicles being parked at various areas in the village causing major obstruction to persons wishing to use footpaths and also causing the bus service to be disrupted and busses having to be turned around – Consideration was given regarding the Public Meeting held in April 2018 (reported in the meeting minutes as Appendix 1 and further commented on in Matters Arising in the May meeting).

At the meeting residents were requested to consider the installation of double yellow lines to prevent vehicles being parked and causing obstructions.

Persons attending this meeting agreed that no double yellow lines should be installed. It was agreed that this will be an agenda item in the September meeting.

• The Council were advised of concerns raised by residents of Hollow Court regarding trees that have become entangled with the BT cables (between the bus stop and the Paddock Inn). Cllr Preston advised that he would liaise with Pembrokeshire County Council regarding this matter.

• Planning Decision Notice 19/1350/PA – Pembrokeshire County Council Planning Department have conditional approved the planning application made by Penally Army Camp

• Planning Decision Notice 20/0108/PA – Pembrokeshire County Council Planning Department have conditional approved the planning application made by Woodlands, Penally.

County councillor Jon Preston’s report

Re-Cycling bins at Penally Railway station - Unfortunately, due to the continued misuse of the re-cycling bins at Penally railway station there are now plans to remove them. One visitor claimed that the letting agency instructed them to use the area to leave their rubbish when they left.

There have been many occasions where the bags have been ripped apart by wildlife and blown litter all around the immediate area and towards the sea which sadly where much of it would end up if it wasn’t for Penally resident

Mr. Basil Wood clearing it up. I have approached PCC and PCNPA authority regarding the problem and unfortunately the re-cycling bins will now be removed due to the continued misuse.

I have also asked the local authority to engage with local letting agencies and landlords to seek a solution to the problem which sadly is not an isolated case.

Planning reforms - The planning reforms proposed by the UK Government will not be implemented in Wales.

Planning matters are devolved to the Welsh Government so any changes to planning legislation would need to be agreed by the Senedd. Wales has its own unique planning regulations such as the One Planet developments.

Covid-19 has shown how vulnerable communities can be in terms of the influx of visitors.

Some pressure is being put on the Welsh Government Minister for planning Julie James to take steps to protect communities from the adverse effects of the rise in Air B&B’s and second home ownership in tourist destinations by giving additional planning powers to local authorities in Wales.

Faulty gate at rail crossing - The faulty gate at Crossing Cottage has been reported to network rail and all drivers have been instructed to take extra precautions when approaching the crossing until the engineers carry out the repair.

349 Bus Service - There has been another incident with bad parking preventing the 349 Bus service from being able to travel along the village road.

A car parked at the narrowest point of the road between Gorse cottage and the old Chapel. On this occasion a photograph was taken of the offending vehicle and the matter was reported to the Police.

Tree Maintenance - To give council some background on tree maintenance in the village.

We have at least three area’s where I have requested inspections and maintenance from PCC’s tree officer. This includes the trees on the parcel of land off school lane.

The first inspections were carried out in November 2016 and the trees were deemed to be healthy and did not present a hazard at that time. I requested another inspection in July 2018 which resulted in a similar outcome.

However, I will approach the director of service again and request another assessment is carried out.

Hedge Cutting - Following a resident request, I have had confirmation from PCC that the hedges backing onto the highway at Hoyles Close from Holloway Court are now scheduled to be cut back at the end August/beginning of September.

Agenda Items

To consider the draft response regarding the trimming of trees within Penally - Regarding the trees entangled with BT Cables; the owners of these tress have confirmed that a tree surgeon has been instructed to carry out certain works.

Following a lengthy discussion regarding the information received by the Clerk and the acknowledgement by Pembrokeshire County Council that the majority of trees are on land in their ownership.

Clr. Snow advised the Councillor of further information relating to a site visit from Pembrokeshire County Council.

The Clerk to liaise with Clr. Snow and redraft the response, following which to forward to all Councillors for their comments.

During the discussion consideration was given to the possibility of the Penally Community Council applying for an Enhancing Pembrokeshire Grant to assist in the paying for certain grounds works throughout the village – This has been diarised for the September meeting.

Consideration of the information to be displayed upon the information boards within Penally as drafted by Penally History Group - Clr. Rilstone proposed that Penally Community Council accept the text, as presented by the History Group; Clr. P Bradbury seconded the proposal with all Councillors in full agreement.

Clr. P Bradbury requested the Clerk, on behalf of the Council, write to the History Group thanking them for producing such informative and interesting information.

The Clerk advised the Council that quotations have been sought regarding the translation of the information from English into Welsh. Clr. Preston subsequently advised that a colleague has offered to translate the final text from English into Welsh at no cost to the Council.

The Clerk to advise the History Group accordingly.
